New feature to guide the creation of technical documents (#2751)

Incorporation of a feature to use and to create wizards from templates for technical documentation, as an example of these kinds of templates might be: IEEE-STD-830-1998, use cases, user histories, 4+1, and so on.

These templates might be customizable, extensible and modular, so a user can use these templates as a basis of the document and add sets of the common diagrams he used for certain activities.

The feature is different to the one implemented already in Ideas Modeler as they can serve as a guide to create documents based on standards, not as a way to create documents from already created projects.
