Unable to put Action inside Expansion Region (#400)

Steps to reproduce:

1. Create a new Activity Diagram

2. Drag an Action onto the diagram

3. Drag an Expansion Region onto the diagram

4. Drag the Action into the Expansion Region

Expected results:

- The Action should become nested within the Expansion Region

Actual results:

- The Action remains hidden behind the Expansion Region
