What about an free Version of SIM with very restricted functions ?

Only :

load a project and view a diagramm

print

the only element you can add is a simple (red?) comment. No changing of the comment element except the text.

I could give this version to my customer to look at my work and comment it without forcing them to learn(!) (and buy) the whole program just for correcting my designs.
