Moving Elements in the Hierarchy

Is it possible to move an element within a hierarchy? For example, can I move an element originally created under "System BDD" diagram to "Digital BDD" diagram?

Yes, it is possible using Properties dialog/General tab - you can change it using the button next to Repository field.
